(S&P Global Platts) Details remained scant May 18 on a US policy shift that could chart a path for US companies to again invest in and operate Venezuelan oil projects as the Biden administration has reportedly begun to ease oil sanctions on the country.

While the administration has yet to officially announce any changes to US policy towards the regime of President Nicolás Maduro, several lawmakers put out statements criticizing a policy shift they contend was aimed at restarting dialogue between Maduro’s ruling government and the US-backed, opposition Venezuelan Unitary Platform. CARACAS/WASHINGTON, (Reuters) – U.S. and Venezuelan officials discussed the possibility of easing oil sanctions on Venezuela but made scant progress toward a deal in their first high-level bilateral talks in years, five sources familiar with the matter said, as Washington seeks to separate Russia from one of its key allies.

Both sides used Saturday’s meeting in Caracas to present what one of the sources described as “maximalist” demands, reflecting longtime tensions between the Western Hemisphere’s main power and one of its biggest ideological foes.

A U.S. delegation led by Juan Gonzalez – the top White House Latin America adviser – and Ambassador James Story held talks at the Miraflores palace with socialist President Nicolas Maduro and his Vice President, Delcy Rodriguez, the sources said. Continue reading →

Venezuela’s ruling Socialists seize congress, defiant opposition re-elects Guaido

CARACAS, (Reuters) – Venezuela’s socialist government installed a new head of Congress yesterday after armed troops blocked opposition legislators from entering parliament, in a move condemned by dozens of nations as an assault on democracy.

Troops with riot shields blocked opposition leader Juan Guaido from entering parliament for what was expected to be his re-election as head of Congress, at one point pulling him off the compound’s iron railings after he tried to push past security forces.

The blockade allowed the ruling Socialist Party to hand the post to legislator Luis Parra, who was recently expelled by an opposition party over corruption allegations. (See earlier report below) Continue reading →

Maduro orders treason charges against Guaido over Guyana claim

Venezuela (argusmedia)- Venezuelan president Nicolas Maduro ordered state prosecutors to lodge treason charges against opposition leader Juan Guaido for allegedly agreeing to relinquish Venezuela’s century-old territorial claim to the Essequibo region of neighbouring Guyana.

Maduro’s order, which was swiftly followed up by the announcement of an investigation by attorney general Tarek William Saab, ratchets up the stakes in Venezuela’s political crisis, just as Guyana is about to debut as an oil producer from offshore acreage in the disputed territory.

ExxonMobil plans to produce 120,000 b/d of crude starting in March 2020 from the Stabroek block, rising to 750,000 b/d in 2025, a volume that nearly matches Venezuela’s shrunken output. Continue reading →

CARACAS, (Reuters) – Venezuela’s opposition is trying to convince ruling Socialist Party officials to join a transition government, shifting focus as it seeks to unseat President Nicolas Maduro, who has clung to power in the face of growing international pressure and U.S. sanctions.

Last month, Venezuelan opposition leader and Congress chief Juan Guaido invoked the constitution to assume the interim presidency after declaring Maduro’s reelection in May 2018 illegitimate. He swiftly received recognition from the United States and Latin American powers. Continue reading →

President David Granger on Tuesday said Venezuela was building up troops near the border with Guyana.

“We have recently received reports that Venezuela has been making extraordinary military deployments in eastern Venezuela, that is western Guyana, which seem to be impacting on Guyana’s territorial defence,” he told reporters.

WASHINGTON, (Reuters) – The United States today declared Venezuela a national security threat and ordered sanctions against seven officials in the worst diplomatic dispute with the oil-rich country since socialist President Nicolas Maduro took office in 2013.

President Barack Obama issued and signed the executive order, which senior administration officials said did not target the energy sector or Venezuela’s broader economy. The move raises tensions between Washington and the OPEC member just as U.S. relations with Cuba, another longtime U.S. foe in Latin America, are set to be normalized.

Declaring a country a national security threat is the first step in starting a sanctions regime. The same process has been followed with countries such as Iran and Syria, U.S. officials said. Continue reading →

CARACAS, Venezuela — With Goldman Sachs forecasting that US oil prices will drop by 10 percent next year from current levels, Venezuela’s already dire economic straits seem likely to get worse before they get better.

According to Paul Shortell, a Latin America analyst from the Inter-American Dialogue, writing in the World Politics Review, “With crude oil prices down 25 percent since June and holding at roughly $86 a barrel, Venezuela is getting nervous. Lower prices will put greater strain on Venezuela’s oil-reliant economy as its government struggles with growing macroeconomic imbalances.”

Oil accounts for 95 percent of Venezuela’s exports and nearly half of the government’s revenue. However, two-tier foreign exchange policies and rates implemented by former president Hugo Chavez are causing huge problems for firms doing business in or with Venezuela. Multinational manufacturers have closed down operations and most foreign air carriers have reduced or suspended flights to the country. Continue reading →
