The build-own-operate-transfer (BOOT) financial arrangement has been used around the world to fund important infrastructure in partnership between government and private investors. In this financing model, the private investor upfronts the initial investment cost and expects to be repaid over some time period. The investor has an expected rate of return before underwriting the project.

Guyana’s government – particularly the pre-2015 and post-2020 PPP/C – has sold this financial arrangement as one where the government undertakes no risk or financial obligation. The public is often told that the government is not upfronting any money; as a result, the builder-owner-operator bears the financial burden and risks. It is encouraging to observe the President manifesting that he is a man of the people, and not afraid of getting his hands dirty. If I was the leader, I would not be too preoccupied with physical dirtiness accumulating under fingernails; that should be the least of his considerations, as it is easily washable and removable.

I would recommend to Guyana’s head of state that as he is so exercised by the dirty, unhealthy state of the capital city, it would be good to observe him be powerfully concerned by the dirtiness occurring under his watch. The dirtiness embedded in the whole array of governance endeavours in his administration.  Continue reading

Dec 21, 2021  -Kaieteur News -Newly elected leader of the People’s National Congress Reform (PNC/R), Aubrey Norton, on his first day of taking over the reins of the party, immediately put on notice his political opponents in the People’s Progressive Party Civic (PPP/C) Administration that it would not be allowed to rob the nation of its resources through a corrupt cabal.

Guyana: By 2026: 4 FPSOs will deliver 50 million barrels of oil; US$4 billion annually to Guyana – Bharrat

Guyana’s Natural Resources Minister, Vickram Bharrat, says in the next four to five years Guyana would be well on its way to becoming the “mini-Dubai” of the Caribbean as it will have four oil ships providing considerable production volumes and revenue take.

During an exclusive interview with OilNOW, Mr. Bharrat recalled that currently, Guyana has US$436M in its Natural Resource Fund.  In the coming weeks, he posited that the country will receive payment for the most recent lift of one million barrels of Liza crude to Aramco Trading Limited. With another lift due next month, he predicts Guyana can get US$150M between the two if oil prices remain around US$85 per barrel. With this in mind, he said Guyana could comfortably close the year with close to US$600M in the Natural Resource Fund.
