The National Assembly Wednesday night [April 24] approved a GUY$177.4B (US$877.2M) national budget, some 15 percent lighter than the estimates presented by the government a month ago.
The combined opposition used its majority to evince a $19B cut in a $20B allocation earmarked for the Low Carbon Development Strategy pushing the total cuts to $31.35B. Minister of Finance Dr. Ashni Singh had presented a $208.8 budget proposal to the House on March 25.
The LCDS cut represented the largest in this year’s budget as it had in 2012. The money was to be used as Guyana’s stake in the Amaila Falls Hydropower Project and would have originated from the biodiversity agreement Guyana has with Norway. Continue reading

NCN, GINA subsidies gutted from the budget
April 25, 2012 – The combined opposition AFC and APNU on Wednesday voted to cut the GUY$211M in subsidies to the state-owned National Communications Network (NCN) and the Government Information Agency (GINA) saying that they have failed to live up to their national onligations as public entities. (Note: US$1= GUY$200)
The cuts reduced NCN’s GUY$81.2M and GINA’s GUY$130.4M subventions under the Office of the President heading to $1 each when consideration of the 2012 national budget in the National Assembly. Continue reading

Greene proceeds on leave in wake of rape allegation; opposition, women lawyers welcome decision

Commissioner of the Guyana Police Force Henry Greene has proceeded on leave as an investigation gets underway into a rape allegation levelled against him earlier this week
The announcement came via the Government Information Agency (GINA) and amidst strident calls from opposition parties and interest groups for him to either resign or step aside so that an unimpeded investigation could be done.
According to a GINA release on Saturday, President Ramotar has acceeded to Greene’s request for leave in light of the allegation against him with Assistant Commissioner Leroy Brumell to serve as Commissioner in the interim. Continue reading

SUMMARY: Having said that, it must also be observed that whatever the incompetence of the opposition, it is the government alone which has the power to choose a path of dialogue and compromise on key issues, since it is the one in office. At the bottom of all of this is the governing party’s state of denial; its attempts to proceed as it has always done without reference to its minority status; its obsession with the retention of power; and its fear that if it does choose compromise and this works, its constituency will find this an acceptable arrangement and vote accordingly. Psychologically, in other words, it is not looking for solutions. It is just the nation’s tragedy that it is not prepared to take on board what Secretary-General Insulza advised four months ago.
