Guyana: Proposed Amendments to Elections Law Totally Inadequate – By Ralph Ramkarran

The amendments to the elections’ laws proposed by the Government through the Representation of the People (Amendment) Bill are woefully inadequate. They are limited to the following: imposing higher penalties for elections’ offences; creating new elections’ offences with high penalties; adumbrating a new structure for District (Region) 4; and establishing new offices for District 4. Having now demonstrated a mindset of where it wants to go by the contents of the Bill, the Government is unlikely to divert from this already decided course, except perhaps with minor amendments.

But much more is required, and this was the opportunity to accomplish needed reforms in other areas of the electoral system, especially since the next elections are four years away. I have written extensively, but vainly, about elections’ reform over several years. I now take the opportunity to repeat some of those ideas.              Continue reading

TAKING their pact with Guyanese straight to the people at the famous Stabroek Market Square yesterday afternoon, the A Partnership for National Unity + Alliance For Change (APNU+AFC) coalition launched what has been described as their ‘war manifesto’, aimed at “fighting” six major wars allegedly plaguing Guyana. Presidential candidate of the coalition David Granger described the document as “The People’s Manifesto”, which was birthed out of the six-party coalition and aimed at fighting six major wars in the country

The issues outlined, were: The war against poverty; the war against disunity; the war against crime; the war against dictatorship; the war against cronyism; and the war against corruption. Continue reading

The PNC is worried, very worried, and has every right to be worried about disclosures emanating from the Rodney Commission of Inquiry; not that it’s anything new to older folks in Guyana and those in the Diaspora like myself.  They have for good and selfish reasons to worry about what more than half the voting population in Guyana is now learning about a period of Guyana’s history that they never experienced.

Today you read about how the PPP is undemocratic; how it’s a dictatorship, and to be honest some of the PPP behaviour brought this on. However young Guyanese are now learning what a true dictatorship was under the PNC, what a real police state Guyana was under PNC rule.  Continue reading
