Ministry re-established, new ministry named in minor cabinet shuffle

 The Ministry of the Presidency Thursday announced the re-establishment of the Ministry of Natural Resources and the establishment of a new one called the Ministry of Telecommunications.

Making the official announcement that Minister of Tourism, Catherine Hughes will now be named Minister for Public Telecommunications, while maintaining Ministerial responsibility for Tourism, President Granger said, “The reason is that after seven months, we detected a gap that there is no single spokesperson in the National Assembly, a Ministerial spokesperson, dealing with the digital economy [and] dealing with information technology. So we decided that it was necessary to have a Minister responsible for information and communication technology.”

Additionally, the Ministry of Governance and the Protection of the National Patrimony is being renamed the Ministry of Natural Resources.  Minister Raphael Trotman will now be named Minister of Natural Resources.    Continue reading →

Opposition coalition plans to end racially divisive politics, improve living standards

The opposition coalition on Wednesday March 4th officially launched its campaign for the May 11, 2015 general elections, pledging to end racially divisive politics for the first time since the 1950s and root out corruption, crime and bad governance.

Adressing a packed audience at the Pegasus Hotel, Prime Ministerial candidate Moses Nagamootoo said that after the 60 years Guyana was making another giant step towards national reconciliation, multi-ethnic and multi-party rule.

“It will be, as it has been, a bumpy road to the Promised Land. But we will not be daunted. We will not be intimidated.  We shall defeat the monster of racism.

Nagamootoo, who resigned from the People’s Progressive Party (PPP) after more than 40 years and joined the Alliance For Change (AFC) as its Vice Chairman, said the restoration of electoral democracy in 1992 started a hopeful process but did not bring healing.  He hopes that the coalition between the AFC and David Granger’s A Partnership for National Unity (APNU) will bring an end to the new cycle of autocratic, one-party rule, corruption and complicity in criminal enterprises.   Continue reading →

The middle class, which supported the PPP in 1950 and was heavily represented in its leadership, began to divide on the basis of the ethno-political developments after 1955. This division and consolidation matured only in the early 1960s.

During this process Burnham saw the importance of the middle class, particularly the African middle class. He courted the United Democratic Party, which was the political expression of the League of Coloured People and eventually merged with it. According to some critics of the PPP, Jagan signaled the need for a similar outreach in his 1954 Congress speech.

If this is so then it is evidence that both leaders saw the importance of capturing the support of the middle class, or rather, that section of the middle class which they expected to be sympathetic. Continue reading →

AFC suspects cover up in NCN probe

    ….   Calls for full disclosure

The AFC initiated removal of subsidy to NCN has resulted in the disclosure of gross financial irregularities at the State owned National Communications Network. The Party now feels fully vindicated for taking the bold and unprecedented step to cut the allocations for NCN that was presented in the 2012 National Budget. The people of Guyana now see it was the right thing to do.

As a result, of the decision to cut the allocation, we learnt that NCN was raking in more than $500 million from commercial activities, leading President Ramotar to order a probe into the company’s operations.

We have all since learnt that persons at NCN were collecting money on behalf of the company and putting it into their personal bank accounts. This is tantamount to fraudulent conversion. We do not know the full scope and depth of financial impropriety at NCN whether it is confined to the revelation of $3 million from GT & T or whether there is more. We suspect, based on the government’s call for the resignation of the CEO, that there is much more.    Continue reading →
