Building codes must be upgraded to withstand high winds and flooding in hurricane prone areas. Hong Kong and South China get typhoons (hurricanes) every year but do not suffer the damage of the Caribbean. There should also be plans for emergency shelters and services and for the restoration of power and water.
Things will only get worse with global warming and climate change causing more extreme weather. Population density in hurricane prone areas will affect more people and infrastructures.
