If the AFC does not vote for the National Budget Estimates for the Office of the President for the reasons mentioned in its Press Statement below, that would be only 7 votes in the 65 seat National Assembly. It would then depend on how APNU with its 26 seats votes. If both Opposition Parties vote against the estimates of expenditure for the Office of the President, President Ramotar will have little alternative but to call a new General Election.
A new General Election is therefore in the air depending on whether the PPP/C Government accedes to the AFC request that the Minister of Finance immediately enters into discussions with the AFC and APNU with a view to removing certain allocations, including those for NCN and GINA, from under the Office of the President’s allocation and placing them under another mutually negotiated Head. If the Government is not obliging, then new elections will also depend on if APNU joins the AFC in voting against the OP’s allocation. Continue reading →

“Stigma and lack of knowledge about HIV & AIDS” was the topic of a compelling presentation by Pro-Chancellor of the University of Guyana Prem Misir, who launched his first health book in front of expatriates at the Consulate General of Guyana in New York City, recently.
The former associate public health epidemiologist of the Bureau of HIV/AIDS Prevention and Control of NY City was motivated to write “HIV&AIDS Knowledge and Stigma in Guyana” after conducting interviews with N.Y. residents where discrimination and stigma among all races were evident. Mainframes were the workhorses of business for many years
The IBM mainframe is celebrating its 50th anniversary. The first System 360 mainframe was unveiled on 7 April 1964 and its arrival marked a break with all general purpose computers that came before.
The machines made it possible to upgrade the processors but still keep using the same code and peripherals from earlier models. Later this year the British rival to IBM’s machine, the ICL 1900, also celebrates its 50th anniversary. Despite their age, mainframes are still in wide use now, said Barry Heptonstall, a spokesman for IBM. “I don’t think people realise how often during the day they interact with a mainframe,” he said.
